I want to know if this person is trying to scam me for 225.00$

I need to find out if someone online is trying to scam me he says I have 5.9 million $ dollars waiting for me and I need to pay 225.00$ for theft insurance and legal documents I would like to know if this is how this kind of stuff works ? Or is he trying to scam me for 225.00$
